Lead the development and execution of city-wide talent acquisition strategies, succession planning, and career development initiatives. Anticipate workforce trends and proactively adjust programs to align with Council priorities and community needs. Work with client groups to provide strategic workforce planning and analysis to prepare the City for the future of work. Lead, coach, and develop a high-performing HR team, fostering a culture of service excellence and continuous improvement. Manage an operating divisional budget including forecasting, monitoring, and reporting. Contribute to long-term planning for the division, aligning operational goals with the City?s strategic direction. Promote cross-departmental collaboration and maintain strong internal communication across the organization.Qualifications and Experience A Bachelor?s degree or higher in Business Administration, Commerce, Public Administration, or a related field. A professional HR designation (e.g., CPHR) is preferred. 7-10 years of progressive HR leadership experience, ideally within a unionized, public sector or government setting. Demonstrated expertise in talent acquisition, people strategy, and organizational development. Proven ability to lead and inspire teams, manage complex projects, and influence senior stakeholders. Strong knowledge of employment legislation, collective agreements, and HR policy development. Exceptional communication, analytical, and strategic planning skills.What We Offer: This excluded position has an annual salary range of $142,820 - $160,654. The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.
