*Position Title: *Human Resources Manager

*About the Role:*
The Human Resources Manager is responsible for developing, updating, implementing, and managing comprehensive HR policies, programs, and procedures across key functional areas including workforce planning, recruitment, labour relations, training and development, health and safety, compensation, and benefits administration. This role leads the Human Resources department and acts as a strategic advisor to management on effective employee and labour relations strategies. The Manager also ensures the accuracy and compliance of payroll reports, time sheets, and other compensation-related data in accordance with applicable federal and provincial legislation and organizational policies. Additional responsibilities may be assigned as necessary.
*Human Resources Strategy and Operations*
* Develop and implement HR strategies aligned with organizational goals and regulatory requirements.
* Oversee core HR functions including recruitment, onboarding, training, performance management, compensation and benefits, and succession planning.
* Generate and analyze measurable HR reports to support fiscal and strategic decision-making related to staffing levels, turnover, absenteeism, benefit costs, recruitment, and employee productivity.
*Payroll Processing & Benefit Administration*
* Oversee end-to-end payroll operations ensuring the accurate and timely processing of payroll for all employees.
* Ensure compliance with applicable provincial and federal legislation, company policies, and collective agreements.
* Review and validate payroll reports, time sheets, and spreadsheets prior to processing.
* Reconcile payroll data and ensure accurate distribution of funds including benefits, deductions, vacation accruals, and other entitlements.
* Create biweekly payroll reports for union dues and health and welfare contributions and send them to the union contacts on a biweekly basis.
* Collaborate with Finance and external vendors to ensure accuracy in remittances and year-end reporting (e.g., T4s, ROEs).
* Prepare and submit biweekly payroll reports detailing union dues and health and welfare contributions to designated union and benefit external contacts.
*Labour and Employee Relations*
* Serve as the primary contact for management on interpretation and administration of the Collective Agreement and company policies.
* Provide guidance and coaching to managers, supervisors and schedules to foster positive and compliant employee and labour relations.
* Track and categorize labour and employee relations issues to support continuous improvement and prepare for collective bargaining.
* Facilitate meetings and support managers with drafting documentation related to grievances, investigations, and outcomes.
* Guide and support the investigation process, including documentation standards and outcome communication.
*Health, Safety & Disability Management*
* Oversee the reporting and processing of injury claims to WSIB/WorkSafe BC.Conduct hazard analyses and implement corrective actions following incident investigations.
* Provide leadership in managing return-to-work plans.
* Advise managers on best practices for injury management, accommodations, and wellness initiatives.
* Analyze workplace injury/illness trends and recommend strategies to improve employee well-being and safety.
*RFP and Contract Transition Support*
* Lead the development of Human Resources and Labour Relations content for Requests for Proposals (RFPs), including tailored policies, workforce transition plans, and formal presentation materials that reflect the company?s HR capabilities, compliance frameworks, and service excellence standards.
* Represent the HR function in RFP presentations to prospective clients, articulating strategic approaches to employee relations, workforce deployment, compliance with employment legislation, and overall transition readiness.
